Frank C (Joe) Khare, Jr.
Vice President, Operations



Joe Khare is President of Mace Enterprises, LLC, and serves as a consultant to companies that specialize in defense and homeland security.  Mr. Khare is a recognized expert in the fields of tactical aviation, national security operations and policy, and information systems management.  He has over 25 years of experience in three different fighter aircraft.  A combat veteran, he has extensive experience with European Allies and NATO.  He has six years of experience at senior DOD headquarters where he provided expert advice to senior officials on Reserve Component (RC) issues.  In the private sector, Mr. Khare has gained a comprehensive knowledge of emerging information and telecommunications technologies.


Mr. Khare was a successful pilot, maintenance supervisor and leader at the group and wing level for 25 years.  A command pilot with over 3,000 hours, he led his unit to superior ratings on Air Force operational readiness inspections.  As the senior maintenance official, he directed the bed down of the A-7D and the first Air Guard F-16 unit.  Under his leadership, that unit won the worldwide, tactical weapons competition “Gunsmoke” 89.


In 1990 Mr. Khare became the Chief of Personnel, Air National Guard, where he managed a $2.1 billion program for a force of over 110,000 military personnel.  During his tenure all manning goals and readiness requirements were met or exceeded.  In 1993 Mr. Khare was selected as the first Air National Guard advisor to the Reserve Forces Policy Board, an organization that reports to the Secretary of Defense and Congress.  In this capacity he played a key role in increasing RC accessibility.


Upon retirement from the Air National Guard, Mr. Khare joined GRC International, Inc., in marketing and business development.  He supported numerous information management system projects to include the modernization of the Army wholesale and retail logistics systems.  Also, he served as the only IT-oriented representative on the Corporate Advisory Panel of the National Guard Association of the U.S.; Secretary, then Vice President for the Minuteman Institute for National Defense Studies; and Vice President, National Guard Bureau Alumni Association.  In September 1999 Mr. Khare joined American Systems International Corporation, where he served as Director of Emerging Technologies, then as Vice President for Air Force Operations.  He formed Mace Enterprises, LLC in August 2001.


A native of Charleston, South Carolina, Mr. Khare received a B.A. degree in Political Science from the University of South Carolina in 1970.  He completed the Senior Officials in National Security course at the John F. Kennedy School of Government, Harvard University, in 1994.  He received a M.S. degree in Information Management with a specialty in telecommunications from the University of Maryland University College in 2000 and is certified as a Chief Information Officer by the General Services Administration and University of Maryland.  He and his wife, Cheryl, reside in Shepherdstown, West Virginia.  He is the father of two children, Laura and Chris Khare.
